
Rick Lowe
Rick Lowe was appointed by the District Court to serve as the Director of the Juvenile Bureau in December of 1998. He has been employed with the Bureau since 1984 serving in various capacities including Court Intake/Probation Officer, Wilderness Programs Supervisor and Court Services Supervisor.
Rick was born in Lawton and has resided here continually since childhood. His education includes an A.S. degree in Law Enforcement and B.S. degree in Criminal Justice from Cameron University as well as a Masters of Science degree in Criminal Justice Administration from Oklahoma City University. He has served an adjunct instructor at Cameron University for many years.
Throughout his career Rick has served on numerous state and local committees and boards that focus on youth related issues. He was twice appointed by Governor Frank Keating to terms on the Oklahoma Commission on Children and Youth.
He is particularly proud of the staff at the Juvenile Bureau and Juvenile Detention Center. The JDC is one of three in the state to maintain accreditation by the American Correctional Association. The Juvenile Bureau has implemented a balanced system of graduated sanctions that includes community based probation and a close partnership with the Lawton Police Department in addressing gang activity.
The Comanche County Juvenile Bureau of the District Court operates under the authority of the Oklahoma Juvenile Code and the direction of the Juvenile Court. The Juvenile Bureau is one of four statutory county Juvenile Bureaus in Oklahoma. The other bureaus operate in Canadian, Oklahoma, and Tulsa counties.
The Juvenile Bureau provides intake, probation, detention, and support services for the Juvenile Court. We partner with many local agencies that comprise the Juvenile Justice System. Our work involves coordinating with law enforcement, schools, social services providers and other community agencies.
